Assert Dependabot and the default branch both point at develop

The default branch moved to develop so Dependabot security updates, which
ignore target-branch and always open against the default branch, stop
landing commits on master between releases. Nothing announces that setting
when it changes, so CI now checks it, along with every target-branch in
.github/dependabot.yml once that file exists.
