Run CI on develop and assert it stays the default branch

The default branch moved to develop so Dependabot security updates, which
ignore target-branch and always open against the default branch, stop
landing commits on master. Nothing announces that setting when it changes,
so CI checks it, along with every target-branch in .github/dependabot.yml
should that file ever appear.
