Add Clang 23 to CI

Move the full Clang test matrix (all C++ standards, libstdc++ and libc++, sanitizers and Werror) from Clang 22 to Clang 23, and demote Clang 22 to the Release.Default-only tier alongside Clang 21-19. The supported platforms table in README.md was regenerated with
beman-readme-platforms. The regenerated table differs substantially from the previous one, which was stale: it now matches the actual matrix (GCC 16-14 and C++26/C++23 only).

Verified locally with beman-local-ci --compiler clang --versions 23:
10 passed, 0 failed.
