fix: Correct fix hints and multi-app init

- fix: Suggest parser-valid handler types and current action names.
  The old hints reproduced parser errors or named removed helpers.
  Route-comment hints now identify the required blank // line.

- fix: Skip app/app.go when NewServer names the app packages.
  Multi-app modules have no root app for a command to build.
