Move the coverage setuptools pin into .meta.toml

zope.meta a2d4bfe added a `[tox] coverage-deps` option, which adds
dependencies to [testenv:coverage] only, without leaking them into
[testenv] or [testenv:setuptools-latest]. Use it for the setuptools pin
so it survives regeneration of tox.ini.

Regenerated with the new template, which bumps commit-id and drops a
blank line in pyproject.toml and setup.cfg.
