Bump sphericart version requirement to >= 2.0 in magnetic extension  (#1731)

* Require sphericart-torch >= 2.0 in the magnetic extra

The pin to 1.0.9 existed because 1.x pickled a TorchScript custom class
into magnetic checkpoints that 2.x cannot unpickle. Checkpoints written
under 1.x are re-serialised once instead; the solid-harmonics values are
identical between the two majors. The bound is a floor rather than no
bound because the committed magnetic anchor is a 2.x pickle, which 1.x
unpickles but cannot evaluate.

* Re-serialise the magnetic golden anchor for sphericart-torch 2.x

The anchor was a sphericart 1.x pickle and every golden that loads it
(32 tests in tests/golden -m magnetic) fails under 2.x with 'Tried to
deserialize class __torch__.torch.classes.sphericart_torch.SolidHarmonics
which is not known to the runtime'. Only the harmonics handle is rebuilt;
weights, buffers and the reference JSON are untouched, and the converted
anchor reproduces tiny_magnetic_e3nn_cpu_fp64.json to 4e-16.
