chore: disable react-compiler oxlint rules for oxlint 1.79.0

oxlint 1.79.0 splits react/react-compiler into per-category rules and
enforces them under `correctness`. This project does not use React
Compiler; the rules fire on deliberate patterns (a state value mirrored
into a ref, refs read in memoized handlers) and one false positive (a
callback closing over a const helper declared later). Turn the group off.
