Revert "Keep the coverage setuptools pin in .meta.toml"

This reverts commit 276d053.

Installing setuptools from coverage-command does not work: CI runs tox
via tox-uv, whose environments are created by `uv venv` and have no pip,
so `python -m pip install` fails with "No module named pip".

Keep the pin in [testenv:coverage] deps for now. Making it survive
regeneration needs a coverage-deps option in zope.meta, mirroring the
existing docs-deps.
