billing: enrich manager logs to trace document lifecycle (#5101)

* billing: enrich manager logs to trace document lifecycle

Add structured fields (resource_id, billing_id, cluster_resource_group_id,
infra_id) to the billing manager's log lines and log each state transition:
record created, already present, marked for deletion, not found, and
mark-for-deletion failure. This lets billing document creation and deletion
be correlated per managed resource group, aiding investigation of duplicate
and orphaned billing documents.

* Refactor infraID logging for better clarity
