Report the cancellation instead of the close it causes on download

When one part archive is missing on remote storage, the errgroup in
downloadTableData cancels dataCtx as soon as that goroutine fails with a
404. DownloadCompressedStream force-closes its reader on cancellation so
a stalled read can unwind, which makes the sibling goroutine's in-flight
Extract fail with "file already closed" instead of context.Canceled.
Backuper.Classify() cannot recognize that error, so it logs
"Will wait near 5s and retry" and burns the retry budget on a download
that can never succeed - and TestAllowMissingFilesOnDownload fails its
"download must not retry on a permanent 404" assertion.

Report ctx.Err() when the context is already done, so the retrier fails
fast on the real cause.
