Keep setuptools available where it is actually needed

closure imports pkg_resources but does not itself depend on setuptools, so
dropping the runtime dependency left the minifier merely "unavailable" and
resources silently unminified. Pinning it in the test extra instead capped
setuptools-latest, the one environment meant to catch that class of breakage.
