perf: generate _version.py at build time (#1217)

`importlib.metadata` is slow to import and was needed only to read
`__version__`. scikit-build-core now generates `iminuit/_version.py`
into the wheel instead:

`__init__.py` and `_deprecated.py` read the version from that module.
The generated file uses the default `location = "install"`, so it never
appears in the source tree; `_version.pyi` gives mypy the type.

`import iminuit` drops from 28 ms to 13 ms on 3.15, which is interpreter
startup alone. Measured on top of #1216; without it the gain is the same
15 ms.

Checked that the file lands correctly for an editable install, a wheel,
and an sdist -> wheel -> install round trip.

Merging this and #1216 in either order leaves `__lazy_modules__` in
`__init__.py` one entry short, so the flake8-lazy hook will update it on
the second merge.
