Trim tests and constants left over from the removed recovery paths

Tests that guarded the URL validation, the copy semantics of a helper or the
propagation of an exception through a function without try/except no longer
prove anything; the quarantine failure joins the parametrized failure test.
The fixture stops writing a packaged template nobody reads, and the expected
recovered content is spelled as the built-in values it actually comes from.

The file mode and quarantine suffixes have one use each and the tests spell
the suffixes literally, so they live where they are used. A provider
directory that vanishes between listing and recovery already surfaces as an
OSError from mkstemp, which made the explicit check unreachable.
