Rebuild a damaged production config from built-in values only

The packaged template /etc/wb-cloud-agent.conf carries the same three keys the
agent already knows, so reading it during recovery only added a second source
of truth and a fallback for the case when that file is damaged too. Recovery
now writes the compiled-in values; the template remains the base for
add-provider.

The agent no longer judges CLOUD_BASE_URL: a readable config is used as it is,
as it was before recovery existed, so the daemon and the CLI repair configs by
the same rule. The lock around recovery is gone as well: two processes
repairing at once write identical content, and the only trace would be a
healthy copy in the .broken-last slot.
