Keep network services available through MQTT outages

Wait for CONNACK, replay profiles, and drain worker loops before bounded cleanup. Preserve all-profile visibility and limit SIGHUP to connectivity checks. Keep connection-manager no-work behavior and signal exit zero.

Tests use the wb-common lifecycle branch package. Its dependency floor is intentionally deferred until release.
