Handle MQTT outages and graceful service shutdown

Wait for CONNACK before publishing RPC state, retry broker outages, and drain owned tasks before bounded retained cleanup. Preserve the six useful RPC methods without a configuration file.

Test against the wb-common lifecycle branch package; the dependency floor is deferred by user request until its release.
