ci: add one-off Docker Hub -> GHCR tag mirror (#658)

Copies every tag published to Docker Hub into this repo's GHCR package without rebuilding, preserving each manifest digest.

All tags rather than the live ones: safeglobal/safe-cli is public and this image  has no deployment at all -- people run it by hand, following pages/advanced/cli-installation.mdx in safe-docs. Whoever pinned a version should still find it on GHCR, and those docs move in the same change so the documented path never points at a registry that has stopped receiving releases.

Runs in Actions rather than from a workstation so the push carries the repository's own GITHUB_TOKEN, which is what associates the new package with  this repo instead of leaving it standalone with hand-managed permissions.
