* feat(safe): resolve zerion overview support from zerion's chain list

The /v2/safes overview no longer requires the per-chain PORTFOLIO_ENDPOINT
config-service flag or the chain's balancesProvider name. A chain is on the
Zerion path when the global Zerion flag is on and Zerion's own chain list
maps its chain ID. The list is read once per environment per request through
a new Zerion repository, so a multi-chain request no longer re-reads the
same cached mapping once per chain.

Log chain-list failures under their own log type, fetch each environment's
network names through a small helper instead of a boolean-keyed map, and name
the repository method after the map it returns.

Lower-case the portfolio distribution keys at the schema boundary so they
match the chain-list mapping, resolve each environment once without a shared
sentinel, align the repository method name with the datasource, and cover a
testnet-only request and the balances fallback of a failed portfolio fetch.
