DOC: a thread id can name a thread other than the one that took a lock

_owner_token records os.getpid() and threading.get_native_id(), and only
the recorded thread may release a lock without force. Linux recycles thread
ids, so a later unrelated thread can inherit a dead owner's id and be
allowed to release a lock it never took.

Not fixed, and not demonstrable here: 4000 sequential threads produced 4000
distinct ids and /proc/sys/kernel/pid_max is 4194304, so provoking it needs
about 4.2 million thread creations. Written down next to the value it is
about, with what closing it would cost, so the finding outlives the note it
was recorded in.
