fix: detect Hostinger hCDN JS challenge (#79)

* fix: detect Hostinger hCDN JS challenge

Origin 403s on vtforeignpolicy.com never escalate because the
interstitial is not Cloudflare. Match /hcdn-cgi/jschallenge and
hcdn 403s; leave 200 article HTML alone.

* test: keep Hostinger HTML detect on 200

The interstitial can be a 200. Gating it on 403 would miss
the wall the API currently returns as a scrape.
