fix(cli): isolate project pipeline configuration (#6628)

Loading a project environment installs its Bitbucket marker into the
process environment, allowing a later project in the same process to
inherit Docker restrictions. Pass project values into Docker setup and
resolve ambient settings through Effect Config for each invocation
instead.

Keep the existing distinction between a nonempty marker for container
startup restrictions and a defined marker, including an empty value, for
function cache volumes. Function bind planning and volume creation now
use the same resolved configuration.
