Fix the last four defects found before merge

- a repaired config always carries CLOUD_BASE_URL: the packaged default is
  laid over the built-in values instead of replacing them. A pre-1.6.0
  default has no such key, and printing that config raised KeyError right
  after the daemon had healed itself
- Provider.base_url falls back to the built-in URL, so listing survives any
  config that lacks the key, whoever wrote it
- deleting a provider no longer needs its config to be readable, so
  del-provider and use-on-premise cannot abort half way through
- sweep temp files left by an interrupted write; the test that claimed to
  cover this globbed a name without the leading dot and matched nothing
- pin the literal 6 the systemd unit keys RestartPreventExitStatus on
