Skip access check on cache/encrypted custom SQL disk wrappers in test

TestCustomSQLDisk hung CI on ClickHouse 26.8: the cache wrapper of
t_cache_s3 reads its own skip_access_check (RegisterDiskCache.cpp), so
only the inner s3 disk skipped the probe. Right after the container
restart the background schedule pool is saturated and the probe blob
removal waits without a timeout while the CREATE TABLE holds the Context
disk registry lock, so every later CREATE TABLE with a storage_policy on
that server timed out too (TestMaxBrokenPartRatioAzure,
TestS3NoDeletePermission, TestResumeOperationsAfterRestartSFTP).
