test(gatekeeper): Pin the parity phase's operations in canonical form

An anchoring node pins the operations it queues after canonicalizing
them, so a batch's CIDs are the ones both ports compute. POST /ipfs/json
encodes the body as sent, and pinning through it in wire key order gave
the rotation a CID neither port would compute -- which also showed the
ports derive versionId differently for such an opid (#1148).
