fix(gatekeeper-rs): Fetch a batch's operations by CID with block/get, not cat

import_batch_by_cids read an operation it did not already hold through
`cat`, which serves UnixFS files. addJSON stores JSON as a block, which
is why `GET /ipfs/json/:cid` reads with `block/get` and the round-trip
flow passes -- but the mediator's path never had, so a Rust node could
not confirm any chain batch whose operations it had not stored itself.
The parity harness's backdating phase drove that path for the first time
and every CID came back rejected. The fetch now goes through `block/get`
like the getter.
