fix: set priorityClassName on critical-path DaemonSets (#3222)

Four per-node components had no pod priority, so on a busy node they
could sit Pending behind ordinary workloads, be evicted first under node
pressure, and be torn down in the normal phase of a graceful node
shutdown. Each of them is on the critical path:
- cni-plugins installs the core CNI plugin binaries into /opt/cni/bin
that every other CNI config depends on, including the operator's own
nv-ipam, IPoIB and Multus delegation.
- ipoib-cni installs the IPoIB CNI binary, without which InfiniBand
networking breaks.
- nv-ipam-node is the node-side IP allocator for nv-ipam managed
networks.
- spectrum-x-flowcontroller is the fabric datapath flow-control agent
when Spectrum-X is enabled. Give them system-node-critical, which is
what the OFED driver, the RDMA shared device plugin, the SR-IOV device
plugin, Multus and the NIC configuration daemon already use.
nv-ipam-node pairs with the cluster-critical nv-ipam-controller the same
way the NIC configuration daemon pairs with its operator.
The CNI plugins state tests compare the whole rendered DaemonSet spec
against a fixture, so that expectation is updated too. Fixes #2960
