tests: restore full coverage of the crates and detection paths

Branch coverage had dropped to 99% after the crate archive work. Four
paths had no test: check_crates_requirements, the missing Cargo.lock
directory, a lock file entry accepted from crates.io, and a crates
setting with no crates_path. The lock file loop had only ever been
entered by the git dependency that aborts it, so the accepting path was
never taken.

Also cover the HTTP failure report in get_props for both a caller that
passes on_error and one that relies on the default.
