feat(observability): add a grafana dashboard for the metrics and spans (#31)

Nothing in the tree showed what the metrics are for. The names alone do not
carry the two rules that matter most: that shigola_cache_* and
shigola_cache_tier_* count different things and must not be summed, and that
shigola_cache_tier_errors_total is the only signal a tier is broken -- a failed
tier read becomes a miss, so no status, latency or error-rate panel moves when a
tier dies. Both are encoded here, the second as its own Overview stat.

Ported from the tegola dashboard, with the families this fork does not emit
dropped and the ones it added covered: the detached write pool, promotions, tier
read timeouts, and a Layer usage row keyed by OGC collection id.

Datasources are dashboard variables rather than hardcoded uids, so the file
imports unchanged into any Prometheus+Tempo stack.

The Providers row goes through a $provider_prefix variable defaulting to
"tegola" because those collectors genuinely still emit that prefix -- atlas
passes a hardcoded "tegola" to Map.Collectors, so the rename missed them. The
variable is the seam to flip when that is fixed rather than a guess about which
prefix is right.

Verified by importing into a local otel-lgtm stack against a running server:
all 52 PromQL expressions and 5 TraceQL queries parse and return series.
