refactor(mapper): tidy NDJSON and ConfigStore tests

Drop the redundant ConfigStore setup_all (the app supervisor already runs
the singleton), rename the test helper to map_and_decode, and replace the
label_enums shim by excluding metric_type from the map-vs-NDJSON diff.
Pull Request #3882: feat: add NDJSON output format, generalize CH mapper
