fix(http): report broken providers, not bad ISBNs

* Route every provider request through one helper, so a transient
  network timeout is no longer logged as an exception, and a provider
  that cannot be reached at all still leaves a trace.
* Report an unexpected status at error level, so a service refusing
  every request stops failing silently, while the statuses meaning
  "no cover for this ISBN" stay at debug level.
* Report a response body that will not parse at error level too: a
  provider changing the shape of its answers is what the error
  tracker exists to surface.
* Catch the request errors before the value errors, so a failed parse
  is no longer blamed on a malformed ISBN.
* Drop the claim that the BnF blocks the default python-requests
  User-Agent: openapi.bnf.fr serves the cover without it.
