security: 0.9.2 -- analysis reports publish only scoring thresholds

Reports embedded Application.get_all_env(:lowendinsight) with only
:jobs_per_core_max removed, so anything an application configured under
:lowendinsight was published in every report. data.config is now an allowlist
of the scoring thresholds. Patch release on the 0.9 line, from the commit Hex
0.9.1 was built from; no other changes. Adds CHANGELOG.md and SECURITY.md, and
a tag-triggered Hex publish workflow for this branch.
