[ordererpb] Add sign_cert to the router and the assembler node configs (#189)

#### Type of change

#### Description

- Add `bytes sign_cert` to `RouterNodeConfig` and `AssemblerNodeConfig`,
so that all four Arma node
  configs expose `GetSignCert()`.
- Use tag 4 in both, the next free tag. Matching the consenter's field
order would renumber the
existing `tls_cert = 3` and break the wire format of deployed config
blocks.
- Regenerate `configuration.pb.go`.
- Add the field to the `SharedConfig` tree in `docs/configtx.md`.
