CP-313760: Add LLDP quicktest (#7267)

Add a quicktest exercising the two XenAPI switches that drive LLDP -
PIF.lldp_mode and Pool.lldp_enabled - as separate enable/disable cases.
Each case checks the DB value, and where the lldpd service is deployed
on the host under test, also checks the observable
PIF_metrics.lldp_neighbor status follows after a settle. For those hosts
that lldpd service is not deployed, the check will be skipped. So the
new tests will not block on those hosts.
