fix(deps): bump rustls to 0.23.45, fixing RUSTSEC-2026-0285 (#811)

rustls 0.23.44 accepted TLS 1.3 handshake messages sent at the wrong
encryption level, letting a peer send handshake messages that should
be encrypted in plaintext without rustls rejecting the connection.
Fixed upstream in 0.23.45. Failing cargo-deny on every PR right now,
not just the one it happened to be first noticed on.
