* chore: migrate orphaned root changesets into gen dirs

The release-strategy split (#6638) moved changesets into 1st-gen/.changeset
and 2nd-gen/.changeset and removed the root .changeset config, but 30 root
changesets were left behind - orphaned, since the new gen workflows only read
the gen dirs. They would never version or release.

Move each into its generation's dir (25 gen2, 3 gen1) and split the two
cross-gen migration changesets (action-group, dropzone) into a gen2 minor
(the migration) and a gen1 patch (the sp-* deprecation notices), since a
changeset can only reference packages in its own workspace. Remove the now
empty root .changeset dir.

Verified with 'changeset status' in both gen dirs - no unknown-package errors.

* chore: migrate suggestion-item changeset to 2nd-gen dir

A new changeset (suggestion-item-swc-button, @adobe/spectrum-wc patch) landed in
root .changeset/ after this branch was cut. Move it to 2nd-gen/.changeset/ and
drop the now-empty root dir, keeping this PR's cleanup complete.
