fix(client): seat the leader hint from NOT_LEADER on control-plane RPCs (#713)

Lease and max-safe RPCs are single-attempt and target the cached leader, falling back to the first configured endpoint. Only get_ts seated a NOT_LEADER hint, so a client that never calls get_ts, such as one stamping under a lease, sent every retry back to the same follower: with a single load-balanced address its channel stays on whichever member it first reached. control_plane_rpc now runs a hinted FAILED_PRECONDITION through classify_not_leader_hint, under the same epoch-monotone rule, and still returns the refusal. Precondition refusals without a hint trailer leave the cache untouched.
