fix(backend): make new raster cache safe to merge (#1290)

* feat(backend): new raster cache

* Verify cache population after miss in raster cache test

* Check for existing key early with read lock before compression and abort insert if exists

* Make record_hit an associated function that handles its own locking

* Make all StorageFormat methods async

* Change mock execution context cache to FIFO with 1GB size

* Add unit suffixes to cache size methods: _in_mb and _in_bytes

* Add validation for raster_cache_size_ratio to be between 0 and 1

* Use Arc<CacheKey> to avoid key duplication and include key size in cache entry tracking

- Wrap CacheKey in Arc for single instance per tile
- Update EvictionPlan to use Vec<Arc<CacheKey>>
- Update trait signatures for record_access/record_removal to use &Arc<CacheKey>
- Fix plan_eviction closure to accept &Arc<CacheKey>
- Update implementations for FIFO and LRU strategies
- Update cache insert method to accept Arc<CacheKey>
- Include key size in required space calculation
