Neutralize WinterAPI's network calls during test collection

Importing snipergw.submit.winter (pulled in transitively by several
test modules, e.g. via snipergw.submit/__init__.py or snipergw.run)
constructs a module-level WinterAPI() singleton. Its __init__ calls
WinterAPI.check_version(), which makes an unguarded, unhandled
network call to winter.caltech.edu -- unlike WinterAPI.ping() (also
called from __init__), which already catches connection errors. That
unguarded call just failed a CI run with a connection timeout,
unrelated to whatever test was actually running: this is the first
PR to add any test that imports this module chain, so the issue was
previously latent.

Patch both network-calling staticmethods to no-ops in tests/__init__.py,
which runs before any test module in the package is imported.
