feat(openraft): upgrade to alpha.33 (#711)

* feat(openraft): upgrade to alpha.34

Upgrades OpenRaft and its runtime crates from 0.10.0-alpha.29 to 0.10.0-alpha.34.

alpha.33 removed `snapshot_id` from `SnapshotMeta` and `begin_receiving_snapshot` from `RaftStateMachine`. The state machine, the piggyback example and the toolkit test machines drop both, along with the counters that only existed to mint snapshot ids. OpenRaft still serializes `SnapshotMeta` with an always-empty third slot and ignores it on read, so persisted snapshot envelopes and peer snapshot headers keep their layout in both directions; new tests pin that against the pre-alpha.33 layout.

alpha.34 also refuses writes on a leader whose lease no quorum has confirmed, answering with a `ForwardToLeader` that names no leader. That happens after an election in a multi-node cluster until the first quorum round, and to a leader cut off from its quorum once the lease lapses. The node still leads, so no leadership event follows. The standalone host mapped the refusal to `NotLeader`, which steps the server down to wait for such an event. It now reports a leaderless forward on a node whose own metrics say it leads as `TransientDriver`, so the fence and the request path retry, and a real loss of leadership still arrives through the leadership stream. The piggyback example follows the same rule, and multi-node tests wait for a writable leader.

Moves the OpenRaft requirement and both lockfiles from 0.10.0-alpha.34 to 0.10.0-alpha.33, including openraft-macros, openraft-rt and openraft-rt-tokio. alpha.33 already carries both changes this upgrade adapts to: the removal of `SnapshotMeta::snapshot_id` with its reserved serialized slot, and the leader-lease check on the write path. No source changes are needed.
