Make report-reuse best-effort so it can't block deploy

Real incident: promote-reports crashed on this commit's merge (a bug
in coverage-combine handling, fixed separately in the actions repo),
which failed the promote job, which skipped deploy entirely. Report
reuse is a nice-to-have on top of a working deploy, not a gate on it -
continue-on-error matches how Record Test Results already treats
Coveralls submission as tolerant of failure.
