Pin wintertoo>=1.4.0; drop duplicate numpy/matplotlib pins

wintertoo<1.4.0 doesn't have the total_exposure_time field that
submit_too_winter now uses (see the t_exp fix earlier in this PR),
so pin the actual minimum version required, directly, rather than
relying on it being satisfied transitively through winterapi's own
internal pin.

Also removes numpy<2.0.0 and matplotlib==3.7.1, added by PR #89
("pathify base_output_dir") on top of this PR's own numpy<2.4 and
matplotlib<3.10 (added in #97). Both pairs target the same two CI
failures, but pip ANDs all constraints together, so the stricter
old pair was silently winning -- the latest CI run actually
resolved numpy-1.26.4/matplotlib-3.7.1, not the versions #97
verified. matplotlib==3.7.1 also has no prebuilt wheel for macOS on
current Python/clang, so `pip install -e .` was broken on at least
this platform. Removing the redundant pair restores the intended,
bisected constraints.
