bedrock-3t9: seed a fresh cluster's sizing from the node config the durability check validates

The startup durability check validated desired_logs and
desired_replication_factor from node config (durability: [...]), but a
fresh cluster's parameters came from Parameters.new, hardcoded to 1. A
strict node passed the check and the cluster ran one log, so strict mode
guaranteed nothing and there was no way to get more than one log on a
fresh cluster.

FDB leaves a never-created database waiting for an operator's
`configure new`; Bedrock has no such write path, so the node config is
the operator's input. The coordinator leading the first recovery now
seeds the fresh cluster's sizing with the actual values the profile
checks resolve from its node config, and the first bootstrap record
persists them.
