Pin numpy<2.4 to fix CI

numpy 2.4.0 turned the long-standing "conversion of an array with
ndim > 0 to a scalar is deprecated" warning into a hard TypeError.
gwemopt 0.2.2's slice_number_tiles() does int(max_nb_tile) on a
shape-(1,) array (gwemopt/tiles.py), which used to just warn and now
raises "only 0-dimensional arrays can be converted to Python scalars".

Bisected with a linux/amd64 Python 3.11 container matching the CI
job exactly: numpy 2.3.x passes (warning only), 2.4.0 fails. Pinning
below 2.4 avoids the error without touching gwemopt.
