genesis: add vocdoni/LTS/1.3 entry [DRAFT — needs post-freeze AppHash]

Adds the follow-up chainID entry for the LTS/1.2 → LTS/1.3 bump landing
Mon 2026-09-14 ~09:15 UTC (freeze at height 8507500 via #1457).

vocdoni/LTS/1.3 entry
- InitialHeight: 8507501 (freeze height + 1)
- ConsensusParams: DefaultConsensusParams() (canonical, App Version 1)
- AppHash: placeholder zeros — TODO(post-freeze): capture from logs
  `docker logs vocdoninode-vocdoninode-1 2>&1 | grep 'now you can deploy' | head -1`
  Verify all validators log the same AppHash before committing.
- GenesisTime: placeholder (2026-09-14 09:30 UTC, ~15 min after freeze)

Bumps networks["lts"] to "vocdoni/LTS/1.3".

Not merge-ready until:
1. Freeze fires and validators agree on an AppHash.
2. That AppHash and the actual freeze wall time replace the placeholders.
3. The full cleanup PR chain (#1454, #1457, #1458..#1461) has landed on
   main so the new binary's rules are in place before nodes cut over.
