chore: remove Farcaster frame voting

Retire the Farcaster frame census/proof subsystem in preparation for the
LTS/1.2 → LTS/1.3 chainID bump. The feature was never exercised in
production, and the proto surface that supports it (CensusOrigin,
Proof.FarcasterFrame message, embedded farcastermessage proto) will be
retired upstream in the follow-up dvote-protobuf bump.

Removed:
- vochain/transaction/proofs/farcasterproof/ (package + embedded proto)
- test/farcaster_test.go
- state.VoterIDTypeFarcaster + NewFarcasterVoterID
- CensusOrigin_FARCASTER_FRAME handling in transaction/{proof,vote_tx,election_tx}.go
- state/censusorigins.go entry
- api CensusTypeFarcaster + encode/decode mappings
- vocone farcaster DisableElectionIDVerification hook
