deps: bump go.vocdoni.io/proto v1.16.0 -> v1.16.1

Picks up the tag from vocdoni/dvote-protobuf#84 (google.golang.org/protobuf
runtime bumped to v1.36.11, resolving CVE-2024-24786; .pb.go regenerated
with the newer protoc-gen-go). Zero MVS effect on vocdoni-node (which
already required v1.36.11 directly), but keeps LTS/1.3 pointing at the
latest hygienic dvote-protobuf tag.
