feat(python): add missing operators and multi-tile datasets (#1276)

* feat(python): MultiBandGdalSource and BandFilter workflow-builder operators

Add workflow-builder classes for the MultiBandGdalSource and BandFilter
operators, including dict serialization, operator-dict deserialization
and dispatch from the RasterOperator base class, with unit tests.

* feat(python): MultiBandGdalSource dataset registration API

Add GdalMultiBandMetaData and MultiBandGdalFileSpec data types, the
add_multiband_gdal_source() registration helper and add_dataset_tiles()
for uploading the individual tiles of a multi-band dataset, plus the
public exports (including the previously missing list_permissions) and
an integration test for the multi_tile dataset.

* fix: expose RasterScaling as typed API operator, fix metadataKey wire format

Expose RasterScaling through the typed processing-graph API: make the
operator-crate params and selection types public, add the API model with
schemas and conversions, and map it in the RasterOperator enum (removing
it from the missing-operator TODO list).

Fix the Python builder to emit the canonical metadataKey wire format
({"type": "metadataKey", "value": {"key": ...}}) matching the
operator-crate tagging, which the previous flat form could not
deserialize, and add a regression test for it.

* fix(python): dispatch Onnx in RasterOperator factory

The Onnx workflow-builder class existed but was missing from the
RasterOperator.from_operator_dict dispatcher, so round-tripping an
operator dict through the factory raised NotImplementedError. Add the
dispatcher entry and a regression test.

* fix test

* update openapi spec

* better fallback for multi tile dataset
