fix(core): stop bad execute_tool arguments from tripping the breaker (#241)

In progressive and semantic modes, execute_tool called func(**args)
directly, so a misspelled argument raised TypeError and got recorded as
a breaker failure. Five of those opened the breaker, and correct calls
to that tool were then refused as if the Kubernetes API were down.

Check the arguments against the tool's signature first and return
VALIDATION_ERROR without touching the breaker. The check runs before
can_execute(), so a bad call in half-open state no longer uses up a
probe slot either.
