Retry connect in TestRBACCrossUserDirectories cleanup

In run 34818910060 (23.8) the deferred cleanup called env.connect once
right after RestartContainer, got "connection reset by peer" while
clickhouse-server was still starting, logged a WARN and returned. The
env went back to the shared pool with the test_rbac database, the
`test.rbac-name` RBAC objects and the test_rbac_replicated /
test_rbac_local local backups still present, which then failed
TestListFormat ("tables": null), TestServerAPI (unexpected backups in
/backup/list), TestResumeOperationsAfterRestartAzure and TestRBAC
("Database test_rbac already exists") on the same env.

Poll connect for up to 60s (30 x 2s) before giving up, mirroring
connectWithWait.
