feat(compare): stream ordered recordsets with DALgo (#332)

Adds an ordered-recordset comparison path backed by DALgo cursor diffing, preserves the materialized Compare API as an adapter, and exposes a synchronous observer seam for bounded downstream persistence. Defines one portable natural typed-key order shared with result validation and covers cleanup, policy boundaries, native numeric order, composite keys, null distributions, and bounded results.
